Energy Action Plan 2008 Status Update
Introduction and Summary
The first Energy Action Plan (EAP) emerged in 2003 from a crisis atmosphere in California’s energy markets.
The state’s three major energy policy agencies (the California Public Utilities Commission, the California Energy Commission, and the Consumer Power and Conservation Financing Authority [established under deregulation and now defunct]) came together to develop one high-level, coherent approach to meeting California’s electricity and natural gas needs.
