1.1 Background

In line with Prime Minister Matti Vanhanen's Second Cabinet's Government Programme, the

Government will prepare a national innovation strategy, outlining the innovation policy for the

near future. On account of the economic and socio-political significance of innivation, the

Goverment has agreed to a report to Paliament concerning the development and refoem of the national innovation policy.
