Evaluation of Socio-Economic impact in the EU :
Evidence from ERAWATCH
I. Introduction
Policy and programme evaluations have the purpose of both learning and legitimisation of policy actions. Recent evidence on the national level suggests that the dominant motive for such exercises is legitimisation of regulatory efforts (INNO-appraisal, 2010). Assessment of the impacts of policy measures cover a multitude of domains including economic, scientific, technological, social or environmental spheres, also taking into account external or indirect effects on economic and social agents not explicitly targeted by related policy measures.
While there is an extensive tradition in the assessment of economic impacts, both direct and indirect, evidence and experience on the assessment (or inclusion) of the social domain is limited. The latter domain comprehends behavioural change of agents, minority or gender issues, for instance enhanced access and participation of women in research and Innovation. Frequently, a change in behaviour is associated with changes in social attitudesor social norms. Furthermore, this may include, in the specific context of STI policy and its impact assessment, issues such as changes in risk attitudes as well as the rise of entrepreneurial spirit among the target population, or issues of technology acceptance and better alignment with societal needs.
