I. Investing in R&D
1.Government budget appropriations or outlays on R&D (GBAORD)
Government budget appropriations or outlays on research and development (GBAORD) are funds allocated to R&D in central government or federal budgets and therefore mean budget provisions, not actual expenditure.
In 2010, GBAORD expressed as a percentage of GDP stood at 0.76 % in the EU-27 and recorded a slight decrease compared to 2009 (0.77 %) but was still higher than its 2008 value(0.71 %). A similar share and tendency was observed in Japan (0.75 % in 2010 compared to 0.76 % in 2009). Two other major economic partners — the United States and South Korea —both maintained GBAORD shares higher than the EU-27 and both experienced quite a significant increase compared to previous years. The United States share grew from 1.01 % in 2008 to 1.19 % in 2009 and that of South Korea from 1 % in 2009 to 1.09 % in 2010. The share of South Korea shows a stable and continuous increase since the beginning of the observed
period.
