Executive Summary

On October 28, 2011, President Obama charged all Federal agencies with accelerating
technology transfer activities, and, thus, the benefits of Federally-funded research and
development investments. The National Aeronautics and Space Administration (NASA) is
strategically positioned to answer that call, building upon a legacy of transferring space and
aeronautics research for public benefit.
