1. EC - NZ COOPERATION OVERVIEW
The European Community and New Zealand signed a S&T Cooperation Agreement in July 2008, which entered in to force on January 30, 2009 in order to enhance and reinforce cooperation that has been active and steadily increasing in diverse areas, such as, People; Food, Agriculture and Fisheries, and Biotechnology (FAB); Information and Communication Technologies (ICT) and others.
The Agreement provides for a regular meeting of senior officials through a Joint Science and Technology Cooperation Committee (JSTCC). The primary functions of the JSTCC are to: regularly exchange views and information on scientific and technological policy issues; make ecommendations on the implementation of the Agreement; and review and report on the status
of collaboration.
The 1st JSTCC meeting, took place on 4-5 June 2009 in Brussels and the 2nd JSTCC meeting was hosted a year later by New Zealand’s Ministry of Research, Science and Technology (MoRST) in Wellington on 10-11 June 2010.
The European delegation comprised of representatives of the European Commission Directorates General for Research; Information Society and Media; and Education and Culture, as well as representatives of European Cooperation in Science and Technology (COST). The New Zealand delegation was led by MoRST and included the Prime Minister’s Chief Science Advisor, Professor Sir Peter Gluckman, representatives of New Zealand’s science funding agencies (the Foundation for Research, Science and Technology (FRST), the Health Research Council (HRC) and the Royal Society of New Zealand (RSNZ)), the Ministry of Foreign Affairs and Trade, as well as researchers from New Zealand, research organisations and universities.
New ways of deepening and broadening cooperation in areas of mutual benefit were identified and it was recognised that Science and Technology cooperation is an essential driver for innovation’s role in increasing economic growth. The JSTCC agreed that a reciprocal meeting will be held in Brussels in 2011.
The first Roadmap produced in 2009 has been updated as an outcome from the 2011 JSTCC meeting and a new plan is now settled over 2010-13 with targeted thematic joint initiatives in a number of key areas and new emerging directions.
