Introduction of the Regulation, Guideline and Manuals for the Operation of the National Biobank of Korea and Management of Human Bioresources

Regulation on the operation and management of the National Biobank of Korea (NBK) and guidelines for human bioresources management of NBK were revised on October and December 2016, respectively. Five manuals for human bioresources management were established on February 2017. The regulation shows the establishment and responsibility of NBK and compliance rules for management of human bioresources in NBK. The guideline deals with basic principles and procedures for collection, distribution, and disposal of human bioresources and personal information protection. Five manuals are composed of collection and registration of human bioresources, quality control of the stored bioresources, distribution of human bioresources, protection of privacy and personal information, and standard operation of facilities and storage equipment.
Researchers who want to use human bioresources of NBK and persons who collect human bioresources and want to store them at NBK can apply these regulation, guideline and manuals.

질병관리본부 생물자원은행과는 2016년 국립중앙인체자원은행 운영·관리 규정 및 인체자원 관리 지침을 전면적으로 개정(전부개정)하였으며, 2017년 1월 그동안 지침으로 운영해오던 인체자원 관리절차 관련 사항의 일부를 5개 매뉴얼로 개편하였다.
본 글을 통하여 현재 국립중앙인체자원은행에서 운영하고 있는 규정, 지침 및 매뉴얼을 소개하여 국립중앙인체자원은행에 인체자원을 기탁하고자 하는 기관이나 연구수행을 위하여 국립중앙인체자원은행의 인체자원을 이용하고자 하는 연구자에게 그 절차를 안내하고, 아울러 인체유래물은행 등 인체자원 관리 기관의 인체자원 수집·보존·정도관리·분양·폐기, 개인정보보호, 시설 및 저장장비 운영 관련 업무절차 마련을 위한 가이드라인을 제시하고자 한다.

현재 국립중앙인체자원은행에서 운영하고 있는 「질병관리본부 국립중앙인체자원은행 운영·관리 규정」에서는 국립중앙인체자원은행의 개설·운영 및 인체자원 관리를 위한 기본 규칙을 규정하고 있으며, 「국립중앙인체자원은행 인체자원 관리지침」과 「국립중앙인체자원은행 인체자원 제작 및 등록 매뉴얼」등 5개 매뉴얼에서는 규정에 따른 인체자원 관리 세부절차와 방법을 명시하고 있다. 지침은 인체자원 수집, 분양, 폐기 및 개인정보 보호에 관한 기본원칙과 세부절차로 구성되어 있으며, 매뉴얼은 국립중앙인체자원은행 내부에서 진행하는 업무인 인체자원 제작·등록, 정도관리, 분양준비, 개인정보 보호 및 시설장비 운영 관련 세부절차로 구성되어 있다 (Figure 1).
